Compensation program
If you, your business or your organization are financially impacted by extraordinary security measures during an International Multilateral Event (“Event”), in this case the G7 Summit, you may be eligible for funding through the International Multilateral Events Program (“Program”) established by Global Affairs Canada.
If you’re a for-profit business or not-for-profit organization and have suffered a loss of net profits due to the extraordinary security measures, you can apply. This includes businesses or organizations located:

inside the eligible zones
-
outside the eligible zones but with significant operations on a routine basis within these areas
You can also apply as an individual if you live inside the eligible zones and incur extraordinary expenditures.
Eligible zones
Eligible zones include:
-
Security perimeter: the area where public access is restricted during the Event/Summit
-
External affected areas: areas located outside the security perimeter that are subject to extraordinary security measures
-
Satellite event locations: sites outside the security perimeter where specific events take place as part of the Summit’s official program.
Steps you must take
Your place of business must remain open during the Event/Summit, unless the security authorities require it to close.
When possible, you must also take steps to reduce the impact of the extraordinary security measures. For example, if your business is conducted through appointments and you can reschedule these, you should do so.
Your application may be refused if you don’t show you took steps to reduce the impact.
You should however not reduce your employees’ payable hours. Their salary expenses will be considered in the loss of net profits calculation of the business.
Losses, damages and costs resulting from the extraordinary security measures could be eligible for funding. The Program could cover up to 100% of these losses or costs.
Funding will be considered for the following, if they are a direct result of the extraordinary security measures:

Loss of net profits

Extraordinary expenditures
You can also include your insurance company deductible (up to $500) in your application if the insurance covers a loss or a cost that would otherwise be eligible under this program.
The Program may also cover other costs you incur because of extraordinary security measures, whether you are a business, organization or individual. For example:

Relocation expenses
-
Transportation expenses
-
Accommodation and living expenses
-
Cleaning expenses for removing any chemicals or other materials used by security authorities
If your revenue increases because of the economic activity before or during the Summit/Event, you’ll need to deduct this amount from any loss of net profits.
Ineligible costs
Costs for the following are not eligible for funding:
-
damage caused by third parties, including vandalism (except the insurance deductible, up to $500)
-
personal injury (bodily harm)
-
emotional distress
-
private protection measures
-
costs incurred outside of the eligible period, unless otherwise authorized by Global Affairs Canada
The Program will also not cover any amounts you can receive funding for by other means. This includes any amounts that are covered by:

private insurance
-
a statutory or regulatory scheme
-
a contract (including a lease or licence) to which you are a party
-
a Treasury Board policy, program, grant or contribution
The Program also does not apply to additional costs incurred by governments, including government agencies and Crown corporations at the federal, provincial and municipal level, or to any additional costs incurred by law enforcement agencies.

Applications must be submitted within 90 days from the end of the extraordinary security measures. The exact eligible dates and areas will be published here within one week of the end of the extraordinary security measures (approximately June 25, 2025).
Global Affairs Canada will endeavor to process all applications within a reasonable time. The objective is to complete assessments and issue all payments no later than March 31, 2026.
What to submit
All applications must include a completed and signed application form. This form will be available on this page shortly.
You must also provide additional documentation based on your specific application.
Your request must be specific, appropriate and reasonable. You will need to prove and justify any amounts you request, including the link between the extraordinary security measures and the amount you request. Approval will be conditional on sufficient and complete documentation.
For for-profit businesses and not-for-profit organizations
You must include the following in your application:

A statement, including a description of:
-
the overall operations and business model of your organization
-
the operations that were affected by the extraordinary security measures
-
the constraints and facts that made it necessary to apply for funding
-
measures you took to minimize the losses
-
the nature of losses and reasons they weren’t covered by insurance
-
Historical financial information, including:
-
copies of financial statements (audited, reviewed or notice to reader) that support and substantiate the information for each fiscal year presented in section 2 of the application form
-
statements that break down monthly revenue of all financial information for each fiscal year presented in section 3 of the application form
-
copy of an annual budget or financial forecast you submitted to a financial or government institution, if your business or organization was started less than 12 months before the extraordinary security measures were put into effect
-
any additional information needed to substantiate the amounts you included in your application form
For requests related to extraordinary expenditures
You must include:

invoices and receipts of all extraordinary expenditures associated with the extraordinary security measures
-
a description of the nature of each expenditure and explanation of how it was associated with the extraordinary security measures
This program will be administered in accordance with Treasury Board’s Policy on Transfer Payments and Directive on Transfer Payments and the Financial Administration Act.
The Minister of Foreign Affairs will be accountable for the funds allocated under this program and to ensure its equitable and consistent application. The Minister of Public Safety will be accountable for the security measures, including any extraordinary ones.
In the case of complex applications (such as a franchise compensation or over $25,000), Global Affairs Canada may hire an external consulting firm to assess requests for funding.

Applicant: A For-Profit Business, a Not-for-Profit Organization or an Individual filing an Application for Funding under the Program, relating to Extraordinary Security Measures for an International Multilateral Event.
Application: A request for Funding.
Eligible Expenditures: The portion of expenditures included in an Application that meet the eligibility requirements of the Program.
Eligible Period: The period commencing on the date of the implementation of Extraordinary Security Measures by the Security Authority for a particular International Multilateral Event and ending at the conclusion of the Extraordinary Security Measures for that event. Those dates may be defined by Global Affairs Canada to take into account the economic effects of Extraordinary Security Measures for each location where Extraordinary Security Measures are implemented for the International Multilateral Event.
External Affected Area: An area outside the Security Perimeter that is subject to Extraordinary Security Measures. External Affected Areas shall be determined by the Department in consultation with the Security Authority on the basis of the entirety of the Extraordinary Security Measures undertaken.
Extraordinary Expenditures: Specific, justified and reasonable extraordinary incremental expenses incurred by an Individual, For-Profit Business or Not-for-Profit Organization as a direct result of Extraordinary Security Measures (e.g., relocation expenses, transportation expenses, accommodation and living expenses).
Extraordinary Security Measures: Measures implemented by the Security Authority, such as the establishment of a Security Perimeter, and other exceptional actions within and outside the Security Perimeter, to protect the security of internationally protected persons (as defined in the Royal Canadian Mounted Police Regulations, 2014), delegates and other participants, to ensure the proper functioning of an International Multilateral Event and to respond as part of contingency plans.
For-Profit Business: A person or an organization with activities consisting of the exchange of goods and/or services for the purpose of profit.
Funding: A payment of Eligible Expenditures by Global Affairs Canada to a Recipient under the Program.
Ineligible Expenditures: Expenditures that do not qualify for reimbursement under the Program.
International Multilateral Event: An event that is led (or co-led) by the Government of Canada hosting two or more states, governments or international organizations. International Multilateral Events consist of:

a “Summit”, being an international event where the Government of Canada convenes Heads of State/Government
-
a “Ministerial Meeting”, being an international event where the Government of Canada convenes minister-level representatives from different foreign governments
-
a “Senior Officials Meeting”, being a preparatory meeting for Summits or Ministerial Meetings where the Government of Canada convenes senior government officials (designated Sherpas, Deputy Ministers or Assistant Deputy Ministers or equivalent) appointed to act as their respective governments’ representatives for the planning of Summits or Ministerial Meetings
Loss of net Profit: Estimated lost revenues/sales less expenditure as a direct result of Extraordinary Security Measures.
Not-for-Profit Organizations: Organizations which qualify as such under the federal Income Tax Act or under legislation of the Provinces or Territories.
Program: The International Multilateral Events Program, which is a transfer payment program established as a compensation mechanism to reimburse For-Profit Businesses, Not-for-Profit Organizations and/or Individuals who have suffered demonstrated adverse financial consequences as a direct result of Extraordinary Security Measures implemented at International Multilateral Events held in Canada.
Recipient: An Applicant that receives Funding under the Program.
Satellite Event Locations: Locations outside the Security Perimeter where specific events, that are part of the official program of an International Multilateral Event, take place and where Extraordinary Security Measures are undertaken.
Security Authority: The authority that is designated by or on behalf of the Government of Canada as being responsible for coordinating the security measures for an International Multilateral Event, including the Extraordinary Security Measures.
Security Perimeter: Controlled access zone established by the Security Authority to protect the security of internationally protected persons (as defined in the Royal Canadian Mounted Police Regulations, 2014), delegates and other participants in the International Multilateral Event.
